Just the Facts -- Utah's GDL Program for Teen Drivers

You've heard about it, so you know it exists -- the GDL.

Teens can't drive at night, or something like that...?

But everything you've heard about it is different.

No one seems sure -- the driver's ed teacher said one thing, your neighbor said another.

We're here to set the record straight.

FAST FACTS

· GDL – Utah’s Graduated Driver License program sets limits and restrictions on youthful drivers

· Under 17, no driving between 12:00 a.m. and 5:00 a.m. (Utah Code 41-8-2)

o Unless

§ Someone 21 or older with a driver license is in the front seat with you

§ Driving during that time is part of your job¹

§ You’re driving directly to or from school to go to a school-sponsored activity2

§ You’re on assignment for a farmer or rancher

§ It’s an emergency

· During the first 6 months after you get your license³, you can’t have any passengers who aren’t immediate family members (Utah Code 41-8-3)

o Unless

§ Someone 21 or older with a driver license is in the front seat with you

§ You’re on assignment for a farmer or rancher

§ It’s an emergency

Utah has a number of restrictions for youthful drivers that are aimed at helping them gain experience before being exposed to higher risk situations. These laws are referred to as the Graduated Driver License (GDL) program.

Our office and the offices of our safety partners receive a lot of inquiries about these restrictions. With the hope of reducing confusion and setting the record straight, these are just the facts on Utah’s GDL program.

Nighttime Driving Restrictions

A person younger than 17 years of age many not operate a motor vehicle on any public roadway between the hours of 12:00 a.m. and 5:00 a.m.

EXCEPT:

1. When accompanied by a licensed driver at least 21 years of age who is occupying a seat next to the driver;

2. Driving is in connection with the driver’s employment, including the trip to and from the driver’s residence to the driver’s employment¹;

3. The driver drives directly to the driver’s residence from a school-sponsored activity if transportation to the activity is provided by a school or school district, and the provided transportation commenced from and returns to the school property where the driver is enrolled².

4. The driver is on assignment of a farmer or rancher and the driver is engaged in an agricultural operation;

5. In an emergency.

Passenger Limitations During First Six Months

During the first six months from the date a person’s driver license was issued³, s/he may not operate a motor vehicle on any public roadway with a passenger who is not an immediate family member of the driver.

EXCEPT:

1. If accompanied by a licensed driver at least 21 years of age who is occupying a seat next to the driver.

2. On assignment of a farmer or rancher and the driver is engaged in an agricultural operation.

3. In an emergency.

1 Example – You deliver pizzas, your shift ends at 12:30 a.m. – legal for you to drive for deliveries until 12:30, and then legal for you to drive home after end of shift.

2 Translation: Someone under 17 needs to get to or from school really early or really late because s/he is taking a school bus to or from a special activity, such as performing in a parade in Salt Lake or attending a conference or training.

3 If you turn 18 before you’ve had your license for 6 months, these passenger limitations end on your 18^th birthday.

On Valentine's Day

The occasion of Valentine’s Day is a good time to look at seat belt use through the eyes of love.

That’s right – buckling up might seem like a simple, mundane – perhaps even rote – action. But think about it: wearing your seat belt is really an act of love.

You do this simple thing – buckling up—because you want to live – you love your life.

You do it because you love your family – you want to be there when they need you, see them grow up, take care of them.

Even if you mainly do it because you don’t want a ticket – you love being able to spend money on what you want.

Some people don’t buckle up. Their reasons differ – they don’t want to, they think they don’t need to...

This video from Zero Fatalities shows how people who don’t buckle up risk much more than their own safety.

So if you’re not buckling up, I’d like to encourage you to re-frame the way you think about buckling up.

Think about the people you love, and who love you. And, if for no other reason, buckle up for them. Buckle up so you can be there.

This Valentine’s Day, think about who you love and buckle up for them.

Still Playing Games

It's been almost a year since I first posted about gamification, but it's still popping up, not just in the news, but in our programs, too.

In Sunday's New York Times, two articles (here and here) in the Business section featured gamification.

We're definitely not doing any of the tracking some of the businesses are as part of their gamification, but we are still utilizing game dynamics to enhance our programs.

The most recent example was during half time at the University of Utah's men's basketball game on February 2nd.

Four students participated in Fatal Vision musical chairs. Wearing Fatal Vision goggles, which simulate the effects on the body of alcohol and other drugs, they played this classic game at half time at the Huntsman Center.

The announcer explained what the goggles were to the crowd, and emphasized that we were using them to demonstrate how quickly impairment can turn fun into devastating consequences.

The participating students had a great time and the crowd watched closely. The announcer concluded the game by reminding the crowd of the following:

WHILE WE’RE DEMONSTRATING THE EFFECTS OF IMPAIRMENT IN A CREATIVE WAY TONIGHT, THE UTAH DEPARTMENT OF PUBLIC SAFETY WANTS TO REMIND UTAH FANS THAT D.U.I. IS A SERIOUS AND PREVENTABLE CRIME. ALCOHOL AND OTHER DRUGS CAN SERIOUSLY IMPAIR YOUR VISION, AS WE’VE SEEN TONIGHT, SO BEFORE YOU DRINK, ALWAYS DESIGNATE A SOBER DRIVER.

One of the above-mentioned articles predicts a backlash against gamification. It will be interesting to follow the trend and see if one is, indeed, inevitable. We plan to continue incorporating game dynamics as long as participants continue to seem engaged.

For the near future, it seems like the game is still on!

The Super Bowl MVPs -- the DDs

It's the eve of Super Bowl XLVI, so you've probably already got plans to watch the big game. Even if you don't, there's still time to plan a Super Bowl party -- all you need are good friends, a TV, and good food (some recipe suggestions here).

Whether you watch the game for the football, the ads, or the half time show (really?), make sure you recognize the Most Valuable Players on Sunday -- the designated drivers.

They might not throw any touchdown passes, run for any yards, recover any fumbles, or even kick any last second field goals. But Super Bowl party designated drivers help make sure people get home safely, and that definitely makes them the most valuable players.

Make sure your game plan for the Super Bowl includes a designated driver -- a shoo in for MVP!

Drowsy Driving Complaints!

It's unfortunate when a person is killed due to a traffic accident. As someone who works to correct behaviors leading to crash injuries and fatalities, how can I do this without offending people? The messages have to be bold, or funny, to get through all the advertising noise and get noticed. Addressing death isn't exactly funny, so that's not always possible. But we have had some success here.

I'll occasionally say "If I'm not getting complaints, I'm not doing my job." But the reality is I don't always want the complaints. The second stage might be to indifferently state "Well, you can't please everyone." While this is true, it doesn't mean I don't want to run a campaign people are generally happy with. Reaching an intended audience is something all organizations strive for; so without further ado, I'm posting an advertisement from our archive from a few years ago.

The target wasn't just people named Bob, but we sure heard a lot of complaints from people with that name. Whether your name is Bob or not, feel free to leave a comment, or complaint!

The Holidays are a great time for family and friends to create many wonderful memories together, and the Highway Safety Office hopes you and your family have a safe and joyous time over the weeks leading to the New Year. We are committed to continue reducing traffic crashes on Utah’s roadways, and believe everyone in the State can make a difference, large or small.

The other day I was thinking back to my youth, and how as a young boy I would sit on Santa’s lap and relate to him my sincerest wishes for Christmas: a bicycle, Lincoln Logs, and (gasp) even a new Tonka Toy truck! Smiling at these warm memories, I realized that my wishes have changed dramatically. If sitting on Santa’s lap today, I would ask that everyone could share the gift of safe driving this Christmas. I would pray if there is an unexpected knock on the door Christmas Eve it would not be a sad police officer there to give you the notification we all dread, but instead a surprising and delightful visit by a relative or long lost friend. Each of us can act on Santa’s behalf and give ourselves and each other this gift. Will you join me in giving this gift to you and your loved ones?

Driver's Ed 2.0

You remember your driver's ed course, right? Maybe? Not so much? Little tidbits or snippets of memory are the best I can muster. More than the class, I can remember many of the things I learned -- at this point, they're ingrained and are just part of what I do.

Driver's ed covers the basics -- especially the hands-on driving part. You drive on active roadways and gain experience in day-to-day driving situations. It's safe to say that elements such as "high speed," "evasive maneuvers," and "skidding" are not involved (at least in your typical driver's ed trip).

Life being what it is, not every trip we take by car is routine -- things like "evasive" and "skidding" do happen. To help teens prepare for these irregular situations, the Utah Highway Patrol holds the Teen Driving Challenge at the Emergency Vehicle Operations course in Lehi. It's driver's ed 2.0 -- there is skidding, there are high speeds, and there are evasive maneuvers. There are also 5-point harnesses, helmets, a closed course and highly-trained instructors.

UHP Sgt. Greg Holley started the course with the intent of increasing the skills of the teens who attend. For 8 hours on a Saturday, teens complete a skills course, backing exercises, learn about steering vs. swerving, and finish the day with an exercise that demonstrates the dangers of distracted driving.

While costs and logistics prevent every teen driver from completing the course, we're planning to put together some videos that will share the information the students learn with a wider audience. Zombies Against Drunk Driving

It's a zombie world, and we're just living in it (until they get us!)

There's the record setting show -- AMC's "The Walking Dead." There's the mash up with classic literature -- "Pride & Prejudice & Zombies." There's a great article about how modern life can leave us feeling undead.

And now, there's the drunk driving prevention campaign -- Zombies Against Drunk Driving.

What would Sheriff Rick Grimes think of this partnership?

It's Halloween -- a holiday that more and more adults are celebrating (I'm dressing as a Sleestak...okay, really just wearing a shirt with a picture of one on it). Oftentimes at phantastic parties or haunted happenings, there can be a certain amount of imbibing of adult beverages going on. To help Halloween revelers make sure they get home safely, the undead have formed ZADD!

Complete with a press conference and PSAs, zombies want you to know that they stand united with law enforcement in working to stop drunk driving.

The ZADD president Brett Smith reminded everyone that "this Halloween, if you've been drinking, don't drive. Ride with a sober friend. Or better yet, walk home, alone and unarmed, through a graveyard." Wait a minute...

Ulterior motives aside, the message is clear: Don't let Halloween turn into a real nightmare by getting arrested for DUI or getting in an alcohol-related crash! Plan ahead -- designate a driver, call a taxi, call a sober friend, walk home through the graveyard -- just don't drink and drive!

I Was A Teenage Driver

It was a condition that would heal with time and fortunately ended without any permanent damage. Check out the results from my road test (yes, that's the original doc -- does that make me an archivist or just a hoarder?)

Yes, I hit a curb -- wasn't the first nor the last.

The no permanent damage thing isn't always the case -- in Utah, teen drivers represent only 7% of licensed drivers, but they're involved in 22% of crashes. Consequences range from insurance nightmares to tragedies (some highlighted here in the 2010 Teen Memorial Booklet).

So why am I sharing my road test results? Believe me, it's not because I need any more people to make fun of me for driving slowly (which cost me 3 points!) I'm sharing because doing something similar might be one way you can help a teen driver you know -- it's certainly no silver bullet (sorry for all of the werewolf references but hey, it's almost Halloween!), but maybe the story about how you hit the curb pulling into the parking lot during your driving test* might help open the door to talking about driving -- both the mundane and extraordinary aspects -- on a level a teenager can find relatable.

You, too, were probably once a teenage driver. And maybe you made some mistakes, learned some lessons the hard way, had some close calls. You can talk about those sticky situations and share what you learned from them. Or even review recent scenarios that challenged you -- ask the teen driver how s/he might handle it.

Driving can be one of the most dangerous things a teenager will do, so having conversations about it is worth it -- even if you do open the door to jokes about your granny-style driving.

*In my defense, I took my driving test in a 1984 Chevrolet Caprice Classic Station Wagon -- we're talking HUGE car here, it was practically as long as a hook and ladder and probably should have had a rear driver. And, I think the curb moved...

Attention Span and Videos

On a typical day I can't watch a YouTube video if it's longer than 30 seconds, and even 30 seconds is pushing it for my attention span. Speaking with others I've found I'm not alone. Every once-in-a-while I come across an incredible video with the ability to captivate me for much longer, even keep me on the edge of my seat. This doesn't happen very often, but when it does I like to share. I even tested this longer-than-30-seconds-video on someone I know who has a shorter attention span than me and they watched the entire clip, just as fascinated as me.

So today's videos to share feature traffic safety messages of course, but in case you're the one person left who hasn't yet seen the first video below - this is for you. The second video is from Australia encouraging drivers to reduce their speed by just 5 km/h, and done very well in my opinion. Tell us what you think.

Did You Feel It? Winter's First Icy Breath?

They say it's part of life in the Rockies -- extreme, rapid weather changes. It was only last week that summer quickly morphed into winter. And now (at 71 degrees and climbing) we're back to summer!

But there it was -- not just up on the mountains, but right here in parts of the valley -- snow. (Well, sort of -- certainly not samples of the famous greatest on earth, but snow, nonetheless!)

It was just our good* friend Old Man Winter letting us know he's on his way.

This means a number of things, mainly that we're in for some changes. Here's a brief table showing some of the differences between certain things in good weather and not so good weather:

So in addition to getting your sweaters out of the basement, you'll need to start preparing -- at least mentally -- for the vagaries of driving a vehicle on surfaces occasionally better suited to the latest "Disney on Ice" production.

You can start with just a few -- visualize and practice:

increasing your stopping distance
taking turns more slowly
preparing your vehicle -- snow and ice scraper out of garage, into car!

Here’s a little ditty to help you prepare for winter driving conditions. Sing it to the very last verse of the old Mickey Mouse Club “Alma Mater.” If you are not yet familiar with that, take a look at this video clip and consider your horizons expanded. Skip to the 50 second mark when Cubby (I’m not making this stuff up!) and Karen start their duet. There’s a little bit of compression with the lyrics, but just run with it! And, if this causes an earworm, my apologies.

A Motorcycle Police Officer's Point of View

While I never want to see one of these behind me, whether in a car or on a motorcycle, I do enjoy seeing their bikes perfectly lined up at events. The precision and care an officer uses as they park their motorcycle always impresses me. After carefully moving their bike into position they wipe the entire thing spotless.

Law enforcement motor squads around the state have done a really nice job supporting our office's motorcycle safety events, often attending and willing to speak to media, direct traffic and help out where needed.

Well this year I wanted to try something a little different. I don't think I'm alone when I say I like to watch officers riding during the summer parades.

I asked a Utah Highway Patrol Motor Squad officer to mount a GoPro Hero helmet camera to their front fender and record a few parade rides this summer. If it doesn't make you too dizzy to watch here's a couple brief clips below.

These Big Wheels are for Adults!

Setting up the display at Rocky Mountain Raceways proved to catch the attention of youngsters. As we placed six adult-sized Big Wheels on top of the grandstands, kids couldn't help themselves from climbing all over them, asking what they are for.

Every kid wanted to ride the Big Wheels, but were disappointed when they discovered their feet couldn't reach the pedals. So instead they urged their parents to enter the contest to win one during intermission.

A crowd gathered around us at Rocky Mountain Raceways on Labor Day during the Doomsday of Destruction event, each person pledging to Drive S.A.F.E. by signing a card reminding them to buckle up, not drive impaired, avoid distractions and maintain a safe driving speed. By pledging they got a chance to race the Big Wheels, where the winner would take one home!

Six contestants names were read and they gathered to hear how they could win the prize. I told them they were our champions today, promoting safe driving behaviors to the crowd. Then I told them they'd each be wearing Fatal Vision Goggles, simulating vision impairment when under the influence of alcohol. All were good sports and excited to win a Big Wheel.

When the event started, we were just as surprised as the contestants with the participation of many local team mascots getting in the way and making it fun for the crowd. Cheering loudly they all watched as Ruth crossed the finish line first. Below are two videos, one from a camera attached to a contestant's helmet. Please remember to Drive S.A.F.E. everyone.

It's National Child Passenger Safety Week!

Every day, Utah emergency room staff treat an average of three children under age nine for injuries due to motor vehicle crashes: that’s nearly 1,100 children per year. Unfortunately, many are hurt because they aren’t properly buckled into a car seat or booster seat. The Utah Department of Public Safety, Utah Department of Health, Safe Kids Utah, and local Safe Kids coalitions and chapters will celebrate National Child Passenger Safety Week with free events to help parents learn whether their child is buckled up correctly.

When used correctly, child car seats reduce the chance of an infant being killed in a crash by 71 percent and the risk of a toddler being killed by 54 percent. Kids in booster seats are also less likely to be killed (54 percent) or injured (59 percent) than those who are restrained only by seat belts.

Free car seat checkpoints be held all week, where certified child passenger safety technicians will be on hand to show parents how to install their car seats and booster seats the right way.

· September 21 from 1 p.m. to 3:30 p.m. at the Coalville Fire Station (50 East Main Street, Coalville).

· September 22 from 2:00 p.m. to 5:00 p.m. at the Price City Fire Station (87 North 200 East, Price).

· September 23 and 24, a car seat safety booth will be available in conjunction with the “What a Woman Wants Expo” at the South Towne Expo Center (9575 South State Street, Sandy).

· September 23 from 1:00 p.m. to 4:00 p.m. at the Summit County Health Department (650 Round Valley Drive, Park City). Call 435-333-1508 to schedule an appointment.

· September 24, visit a car seat safety booth from 11:00 a.m. to 2:00 p.m. at the Utah Olympic Park (3419 Olympic Parkway, Park City).

· September 24 from 10:00 a.m. to 1:00 p.m. at Smith’s (20 North Bluff Street, St. George). A free booster seat will be given to the first 10 people attending the event.

· September 24 from 10:00 a.m. to 1:00 p.m. at the Intermountain Layton Clinic (2075 North 1200 West, Layton).

"Dear God, Please Bless Them."

As I was driving home, I stopped for gas in West Valley--bad idea at 1 a.m. but I was desperate--my gas gauge had been on empty for long enough and my cell phone battery was about to die--I didn't want to get stranded.

As I went to pull out of the gas station, five or more cop cars flew by. They stopped in the intersection I had driven through just minutes earlier. I ended up on the scene right after the accident happened. The cops had me stick around--they kept asking me if I'd seen how the accident happened, but I hadn't. I got the impression that there was some sort of crime involved.

There I was in my car, wearing my "Drive S.A.F.E." attire--a message that was really hitting home. I was parked right in the middle of car parts . . . and bodies littered on the street and street sides. The driver from the car in the middle of the intersection had been thrown from his car and was laying against the building on the southwest corner. My car was parked 20-30 feet from him. He looked like he was dead.

I kept telling myself to close my eyes because I had never seen anything so morbid in my life. All I could think was "Dear God, please bless them." The other car went through the building on the same corner that the dead man was laying. I couldn't believe it--right through the building! I think the driver was still inside. There were a few passengers sitting on the corner--one was gripping his bleeding arm--the other two looked okay.

The cops finally let me leave and shortly after the paramedics showed up. I made it home close to 3 a.m. but needless to say, I had trouble sleeping. It was a crazy, crazy night. When I see/hear about car accidents, I always think how dramatically lives are changed . . . in seconds. It's a good reminder.

Thoughts on Sharing the Road and Utahopia

Saying hi or, something not quite so nice?

I was driving east on 134^th South in Herriman on Saturday, and on the westbound side of the road, noticed a large heavy duty pick up – you know, dually with the super extended mirrors, driving next to a female cyclist. It was going slowly, and the cyclist and driver and passenger in the truck appeared to be talking to each other. My heart stopped for a minute because I was afraid that the people in the truck were yelling at the cyclist.

134^th South is the major artery into Herriman, and it was just cut from two lanes in each direction to one because of construction on the Mountainview Corridor. Residents and frequent road users are understandably frustrated: news of the lane reduction elicited this comment from one frustrated Herriman resident on the city’s Facebook page: “Thank God I’m moving!” While the construction crew left a tiny little shoulder on either side of the road (it can't be more than 2 feet wide), there really isn’t room to “share the road.” The shoulder on 126^th South (the smaller artery into Herriman) is the same size, but there are two lanes, so a car can move left a little if there’s a cyclist in the road. My hope is that the people in the truck knew the cyclist, and they were just saying hi and chatting. But even if their encounter was friendly, there are many between drivers and cyclists that aren’t. It seems that “sharing the road” engenders a lot of passion.

When It Goes Too Far

The most unbelievable case of an unfriendly encounter between a cyclist and a motorist that I’ve heard of resulted in a five year prison sentence for a doctor in California. He slammed on his brakes in front of cyclists on a narrow road – and told a police officer at the scene he did so “to teach them a lesson.” Talk about extreme road rage!

The Los Angeles City Council just passed a law that makes it a crime for motorists to physically or verbally threaten cyclists. To see stirred passions, check out the comments that follow the article… Let’s just say if people said the things they’re saying in the comments to cyclists, they would probably find themselves in court.

Speaking of court… All of these close encounters of the cyclist/motorist kind have led to an emerging specialty in law – the New York Times recently featured an article about lawyers taking up the causes of cyclists.

UTAHOPIA

Motorist/cyclist relationships hit close to home for me – I commuted to work by bike in SoCal and do so now sometimes (not often enough!) here, too. When I see cyclists in the road, I see myself (except they’re usually riding faster than I do…) I have no problem waiting to pass a cyclist, giving cyclists extra room, exercising greater caution whenever they’re around – because that’s exactly what I would want drivers to do around me when I’m on my bike.

Maybe if we tried not to think of each other as “motorists” or “cyclists,” but as fellow human beings – mothers, fathers, sisters, brothers, sons, daughters, grandparents, grandchildren, aunts, uncles, cousins – PEOPLE, not “things slowing me down on my way to ____” – we’d have more close encounters of the positive kind, and less of the negative kind.

Musical Chairs!!!

During a recent event at a local motorsports venue and traffic safety partner, Rocky Mountain Raceways, Team Drive S.A.F.E. pulled eight random people from the grandstands who had signed a pledge to drive SAFE this summer to compete in a contest to win an iPad 2. Here's a couple pictures of our eight all-stars playing the game.

The contestants willingly signed up for a chance to win, not knowing the game they'd have to compete in until we took them out in front of the race crowd. All were good sports and ready to go!

As the group walked out in front of the grandstands I told them they'd be playing a game they've all played before, but with a twist. They chuckled when I told them they'd be competing in musical chairs for the grand prize. Then the laughing suddenly stopped when one participant asked, "What's the twist?"

The race event titled "Alcohol Armageddon" was perfect for our focus on reducing impaired driving. Each contestant was outfitted with Fatal Vision goggles, which distorts vision simulating what someone who is impaired might be seeing. The goal of this activity, besides completing it with no serious injuries, was to increase awareness of the dangers of driving impaired. The audience enjoyed watching our group race to get a seat when the music stopped, and unfortunately there wasn't always a seat where there appeared to be one.

One of our champions even agreed to wear a helmet camera strapped to her head so we could see her point of view during the event.

Congratulations to Bert for winning the contest as you all hopefully made a difference in someone's life that night. Each of you are fantastic representatives of driving safely.

Rider’s Edge Course, or Possibly the Best Way to Spend a Weekend

It’s a little embarrassing. I am the Vice President of the Red Riders University Motorcycle Club at the University of Utah, and up until about three weeks ago, I had never ridden a motorcycle.

It wasn’t from a lack of interest, and certainly not out of fear, it’s just something I never got around to doing. With the creation of the club, I suddenly had the motivation to get my motorcycle endorsement, and the incentive to do it safely.

In the state of Utah, one is not required to take a safety class but can simply get a learner's permit and take the test at the DMV. The safety class however teaches life-saving skills that one might not necessarily learn independently. Plus, it’s a ridiculous amount of fun.

A few weekends ago I participated in the Rider's Edge course hosted by Harley-Davidson of Salt Lake. The course included two days of classroom study, and two days of range exercises. This course is one of many available in the Salt Lake Valley, and I chose to do this program because it offered the 650cc+ endorsement (more info here) as part of the course (other courses test outside of the class for that level of endorsement). Not wanting to limit what I could ride, or to have to wait to test again, I decided to pay a little extra to get the full endorsement through this course.

This is seriously one of the most fun ways to spend a weekend, and the skills you learn don't hurt either.

Classroom time was spent getting to know the other classmates (you'll be best buds at the end of the course), going through the Motorcycle Safety Foundation (MSF) guidebook, and gleaning precious bits of information from your instructor. Mike, our classroom instructor, is a former Highway Patrolman and a wealth of information. He had stories and anecdotes for pretty much every situation one might encounter on the road, and even dispelled some misconceptions I had about riding.

We went through the MSF guidebook, which covered everything from the parts on a bike to proper safety gear to advanced techniques for navigating obstacles on the road. There is a written test, 50 questions, but most of it is common sense and nobody had a problem passing.

The range days started early and went all day long. Harley-Davidson provided everything except for the personal safety equipment. We were required to have a DOT approved helmet, eye protection, full-fingered gloves, long pants, long sleeve shirt, and shoes that covered the ankle. H-D provided the bikes, a nice shady tent, and water (we needed it!).

On the range we learned the basic skills first - how to find the friction zone, braking, acceleration, shifting, and turning. Then we got into more technical maneuvers such as u-turns, leans, swerving, avoiding and going over obstacles, emergency braking, and my kryptonite, the 130 degree turn (I did eventually pass this, but it took me a couple tries to get it down, remember to turn your head!).

The range days were coached by Red and Brian. They were extra patient and attentive to everyone in the class, and took the time to properly explain what mistakes were made, and how to fix them. They were also really good at disarming my classmates and me. Some of the maneuvers seemed impossible at first, but the instructors demonstrated every move, and even if you did something wrong, they were very encouraging and they made sure you were comfortable performing the action before moving on to the next. There was some good-natured teasing along the way of course, but it was all in fun.

My classmates were fantastic too. We had a diverse group - half male, half female, some with years of riding experience, some with none. One thing we all had in common – we were all very excited to be there! We were all very supportive and encouraging with each other - giving tips, telling stories, and joking around.

After doing the official test on the smaller bikes, we had the option to test for the 650cc+ endorsement on Harley-Davidson 883 Sportsters. Believe me when I tell you, testing on the bigger bike is so much easier than on the little ones. They are much more responsive and smoother than the smaller Buell Blasts.

After two hot but extremely fun days, we all passed the tests and received our certificates and endorsement level cards. Everyone was excited to get out and get riding with our newfound skills, confidence, and healthy dose of caution that will keep us safer on the road. I highly recommend the class for anyone, skilled rider to absolute novice like me!

Click It or Ticket

This month, officers will join local and national law enforcement and highway safety advocates all across Utah and the country for the 2011 national Click It or Ticket seatbelt enforcement mobilization. Wearing a seatbelt isn’t just important on fast moving highways, in urban areas, or during congestion. Motorists die on our state’s roadways all times of day, all days of the week, and on all types of roads. Buckling up is one of the best ways to prevent injury and death in car crashes. This is why officers will be cracking down on motorists who fail to wear their seatbelts – during day and nighttime hours and in urban and rural communities statewide.

On an average day in Utah, there are 141 motor vehicle crashes involving 348 people, resulting in 63 injuries and 1 death. In 2009, unbuckled motorists were 32 times more likely to die in a crash than belted motorists. So, if you ride unbuckled, you are playing with your life and the lives of those people you may leave behind.

High-visibility enforcement such as the Click It or Ticket mobilization is credited with helping to increase the state’s belt usage rate from 67.4 percent in 2000 to an observed rate of 89.0 percent in 2010. Belt use saves thousands of lives each year across America and seatbelts have saved an estimated 1,355 lives in Utah since 2000.

For the past twelve years, the Click It or Ticket campaign has been successful in getting more people to buckle up. Yet, many motorists still ride unprotected. That’s why more than 70 Utah law enforcement agencies are strongly supporting enhanced enforcement of the seat belt law between May 23 and June 5. It shouldn’t be about the ticket, but if the threat of dying or getting injured in a crash isn’t enough, maybe the 45 dollars will be. Remember: It’s Click It or Ticket. Buckle up and encourage your loved ones to do the same. You’ll save the cost of a ticket and may even save a life.

They did it in Sweden: they set up a speed camera -- speeders got tickets, people driving the speed limit or under were entered into a lottery for a portion of the fines paid by the speeders.

It probably isn't a panacea, but considering how ubiquitous games are today, especially for young people, adding elements of game dynamics to your program might be something to consider.
